Case Study: Delivering More Than Repairs—Securing Government Approvals for Crane Certification

Challenge: A Navy facility identified a mission-critical crane with a hoist that required immediate replacement.

The technical work—removing the failed hoist, installing a new unit, and conducting load tests—was clear; however, certification required a greater hurdle: Navy Crane Center (NCC) approval through the Crane Alteration Request (CAR) process.

Failure to navigate this process would mean the crane could not be returned to certified service, regardless of the quality of the repair.

Solution: Unlike many service providers who stop at the mechanical repair, Craneworks offers end-to-end compliance support.

For this project, our team not only replaced the hoist but also managed the entire CAR approval process:

  • Design and submittals – Craneworks prepared the full crane design package and CAR documentation.
  • Coordination with NCC – We submitted the CAR directly to the Navy Crane Center, ensuring the design met all technical and compliance requirements.
  • Government pathway management – After NCC approval, Craneworks submitted the final design package to the Engineering Support Division Group (ESDG) and NAVFAC Contracting, ensuring all stakeholders had the necessary documentation.
  • Certification enablement – The base’s Certifying Official received the approved submittals, clearing the way for official crane certification and immediate return to service.

Results

  • Reduced downtime – By managing both the technical and administrative processes, Craneworks minimized delays associated with government approvals.
  • Guaranteed compliance – The hoist replacement was certified under Navy requirements, avoiding costly rework or audit findings.
  • Single-source accountability – The Navy facility had one partner from start to finish, simplifying communication and ensuring success.
  •

Why It Matters: For military installations, downtime on a critical crane is more than an inconvenience—it can disrupt maintenance, supply chain, and operational readiness.

Craneworks ensures that when we complete a repair or replacement, the crane is not just fixed—it’s certified, compliant, and mission-ready.

FAQ

Why are crane alterations required?

They are mandated by Navy standards to ensure the crane remains safe, compliant, and mission-ready after any modification.

What does a crane alt package include?

Crane alteration packages usually include engineering drawings (mechanical & electrical), product data and part lists, software/hardware documentation, cybersecurity baseline documentation and demonstrated compliance with OSHA, ASME, and DoD standards

Can Craneworks handle both minor and major alterations?

Yes. Whether it’s a simple bumper replacement or a full control system overhaul, Craneworks manages the process, documentation, and approvals to ensure compliance.

How do crane alterations impact cost?

While they can be expensive (sometimes exceeding the cost of the component itself), they protect facilities from non-compliance, unsafe operations, and mission delays. Craneworks helps reduce overall cost by minimizing rework and approval delays.
